Anti-Ragging Measures
Government College of Nursing, Thiruvananthapuram, is committed to fostering a safe, supportive, and nurturing environment for all its students. Ragging in any form is strictly prohibited and considered a serious offense. The college has implemented a comprehensive anti-ragging policy and various mechanisms to prevent and address any incidents of ragging, ensuring a ragging-free campus. In line with the Kerala Prohibition of Ragging Act 1997, UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, the Hon’ble Supreme Court of India's verdict in Civil Appeal No. 887/2009 judgment dated 8.05.2009 on anti-ragging, Indian Nursing Council norms and Kerala University of Health Sciences guidelines, the institution has implemented comprehensive measures to prevent and address any instances of ragging.
Zero Tolerance Policy
The college maintains a zero-tolerance policy towards ragging. Any act of ragging, whether physical, verbal, psychological, or through any other means, will be dealt with firmly and in accordance with the law and college rule. No act of ragging, major or minor, shall go unnoticed. No ragger, male or female, student or non-student, shall go unpunished.
Our Proactive Approaches
Proactive measures are in place to prevent ragging incidents from occurring includes
- Awareness and sensitization programs: The institution organizes and conducts awareness classes for senior students on the legal implications and consequences of ragging, facilitated by the Kerala Legal Services Authority (KELSA) and the Police Department. Also Principal organises three awareness session on anti-ragging within six months of joining of freshers.
- Orientation programme for freshers: Freshers are informed about the college's anti-ragging policy, the definition of ragging, and the channels available for reporting incidents during their orientation.
- Mandatory students and parents’ anti ragging undertaking affidavit:: In compliance of the second amendment in UGC Regulations, it is compulsory for each student and every parent to submit an online Anti-Ragging undertaking affidavit every academic year. The student will receive an e-mail with her/ his registration number. The student will forward that e-mail to the class coordinator / college e-mail. Continuous Vigilance and Monitoring
- Anti-Ragging Committee: This is the apex body responsible for overseeing the anti-ragging initiatives, formulating policies, and ensuring their strict implementation. The committee comprises the Principal, faculty members, representatives from the administration, PTA executives, hostel staff and student representatives (KNPGA, KBNSA, College Union, SNA), The committee meets weekly to discuss and review anti-ragging measures and address any complaints received.
- Anti-Ragging Squad: The squad is a proactive mobile unit responsible for maintaining vigil and conducting surprise checks in potential ragging hotspots, including hostels, canteens, and other common areas. The squad members are vigilant and accessible to students who may need assistance or want to report an incident. The squad members meet regularly to discuss and review the findings.
- Regular meetings: To discuss and strategize measures to prevent ragging, the Principal conducts regular meetings with faculty, administrative staff, Assistant Warden, the anti-ragging committee, squad, housekeepers, and student representatives (from KNPGA, KBNSA, the College Union, SNA), faculty advisors and hostel representatives.
- Vigilant Hostel Environment: Housekeepers, student representatives, and Assistant Warden are provided with specific guidelines to maintain vigilant observation and prevent any instances of ragging.
- Visible Anti-Ragging Advocacy: The college and hostel prominently display informative posters detailing the prohibition of ragging and its consequences on all notice boards and in key locations. Anti-ragging messages, regulations, punishments, and helpline numbers are clearly visible across the college campus and hostels.
Support for Students
- Accessible reporting mechanisms:Students have unrestricted access to phone calls in the hostels to facilitate timely reporting of any concerns. Also. easily accessible complaint boxes are available in both the college and hostel premises for confidential reporting.
- Readily available contact information:Freshers are provided with the phone numbers of key personnel, including the Principal, Vice Principal, Class Co-ordinators, and members of the Anti-Ragging Committee and Anti-Ragging Squad, ensuring they have immediate access.
- Comprehensive mentoring and counselling:All faculty members actively conduct counselling sessions and classes for both freshers and senior students to foster positive interactions and address any potential issues.
Disciplinary Actions
- Any student found guilty of ragging is liable to face severe disciplinary actions, as per the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, and the Kerala Prohibition of Ragging Act, 1998. These actions may include:
- Cancellation of admission
- Suspension from attending classes
- Withholding/withdrawing scholarships/fellowship and other benefits
- Debarring from appearing in any test/examination or other evaluation process
- Withholding results
- Debarring from representing the institution in any national or international meet, tournament, youth festival, etc.
- Suspension/expulsion from the hostel
- Rustication from the institution for a period
- Expulsion from the institution and consequent debarring from admission to any other institution for a specified period
- Fine, which may extend up to ₹ 2.5 lakhs (as per UGC regulations).
- The college strictly adheres to the legal provisions, which also stipulate imprisonment and fines for those found guilty of ragging. Furthermore, any student convicted of ragging will be dismissed from the institution and will not be admitted to any other educational institution for a period of five years from the date of the dismissal order, as per the Kerala Prohibition of Ragging Act.
